The Articles of Confederation served as the first constitution of the United States, enacted during the Revolutionary War and ratified in 1781. This document established a confederation of sovereign states, granting limited powers to a central government. However, the Articles proved ineffective due to the inability to levy taxes, regulate trade, and enforce laws, leading to economic instability and interstate disputes. The weaknesses of the Articles ultimately prompted delegates to convene at the Constitutional Convention in 1787, where they drafted a new Constitution that created a stronger federal government.
