The First Continental Congress convened in September 1774 in Philadelphia as a response to the Intolerable Acts, a series of punitive measures imposed by Britain following the Boston Tea Party. Delegates from twelve of the thirteen colonies gathered to discuss their grievances and coordinate a united response. They adopted the Declaration of Rights and Grievances, asserting their rights as Englishmen and calling for a boycott of British goods.
