Choose the area and the scale first, since they determine what can fit; then decide what the map is for, because a map of rivers and a map of elevation need different emphases. Draw coastlines and major rivers first, as everything else positions relative to them. Add elevation with a consistent colour ramp and put the exact ranges in the legend, rather than colouring by eye. Label sparingly and horizontally where possible, and finish with title, legend, scale bar, north arrow, and date. Leaving out any one of the last five is the difference between a map and a picture of a place.
