John Quincy Adams was a diplomat before he was a president: he negotiated the Treaty of Ghent, acquired Florida from Spain, and wrote most of the Monroe Doctrine as secretary of state. In the 1824 election he finished second to Andrew Jackson in both popular and electoral votes, but no candidate had a majority, so the House chose him after Henry Clay threw his support behind him. When Adams then made Clay secretary of state, Jackson's supporters called it a corrupt bargain, and the charge crippled his presidency. His plans for national roads, canals, and a national university were mostly blocked. After losing in 1828, he returned to Congress and spent seventeen years fighting the gag rule that blocked antislavery petitions.
