Do you have to tell anyone?
Yes. Enrolment by 5 October; end-of-year attendance by 31 July, to delaware department of education. Register your homeschool with the Department, then report enrolment and attendance each year. Three types: single-family, single-family coordinated with the district, and multi-family.

Each of those builds itself here as your child works. That does not make you compliant — only Delaware decides that — but it means the paperwork exists when you need it.
