The Philippines: Independence on American Terms

The Philippines had been an American colony since 1898, and in 1934 the Tydings–McDuffie Act promised independence after a ten-year transition. Japanese occupation from 1942 to 1945 devastated the islands, especially Manila. The United States kept its promise, and the Republic of the Philippines became independent on 4 July 1946. But independence came with strings.

The Bell Trade Act gave Americans equal rights with Filipinos to exploit natural resources, requiring a constitutional amendment, and a 1947 agreement let the US keep large military bases such as Clark and Subic Bay. Critics, then and later, argued this created a form of neocolonial dependence.

At the same time, the communist-influenced Hukbalahap rebellion, rooted in peasant grievances over land, challenged the new government until Ramon Magsaysay, with US support, defeated it in the early 1950s. The Philippine case shows how formal independence could coexist with continuing outside influence.
