French Africa: From Brazzaville to the 1958 Referendum

France's path in sub-Saharan Africa began with reform, not independence. At the Brazzaville Conference of 1944, Free French officials promised better treatment but rejected any idea of self-government 'even in the distant future'. After the war France abolished forced labor in 1946, extended a form of citizenship, and let Africans elect deputies to the French parliament, where leaders such as Félix Houphouët-Boigny and Léopold Senghor gained influence.

Yet France also used force: an uprising in Madagascar in 1947 was crushed, with tens of thousands of deaths. The 1956 loi-cadre gave territories elected assemblies and universal suffrage. In 1958 de Gaulle offered each territory a choice in a referendum: join a new French Community with internal autonomy, or take immediate independence and lose French aid. Only Guinea, led by Sékou Touré, voted no, and it became independent on 2 October 1958. France withdrew abruptly, taking officials and equipment, a warning to others.
