Memory, Apology and the Unfinished Agenda

Decades after independence, former colonial powers and former colonies continue to debate how the colonial past should be remembered and addressed. Several governments have acknowledged wrongdoing: Britain expressed regret and paid compensation to Kenyan victims of abuse in 2013; the Netherlands apologized in 2022 for systematic violence in Indonesia; Belgium's king expressed 'deepest regrets' to the Congo in 2020; and France has acknowledged torture in Algeria.

Demands for the return of cultural objects taken during colonial rule have led some museums to return items, such as the Benin Bronzes transferred by Germany to Nigeria. Some colonial questions outlasted the main era.

The UN's list of non-self-governing territories was never fully emptied, and in 2019 the International Court of Justice advised that Britain should end its administration of the Chagos Islands; in May 2025 Britain and Mauritius signed a treaty to transfer sovereignty over the islands to Mauritius, with Britain leasing the Diego Garcia military base for 99 years. Perspectives differ: some call for reparations, others emphasize reconciliation or moving forward. Decolonization is therefore both a historical era and an ongoing debate.
