Sister Cities and Citizen Diplomacy

Not all international ties are made by national governments. Towns and citizens build their own links through twinning and sister-city partnerships. In 1944, women in Coventry, England, sent a message of solidarity to women in Stalingrad, and the two cities, both heavily bombed, formed one of the first modern city twinnings. After World War II, French and German towns twinned to help reconcile former enemies, and the 1963 Élysée Treaty created the Franco-German Youth Office, which has organized exchanges for millions of young people.

In 1956, US President Dwight Eisenhower launched the People to People programme, which led to Sister Cities International. Supporters argue that personal contact builds trust that diplomacy alone cannot, while critics note that many partnerships become symbolic and inactive. Citizen diplomacy shows that globalization can be local and personal.
