Émigrés and the Declaration of Pillnitz

From 1789 onward, thousands of nobles and others left France. These émigrés, led by figures such as the king's brother, the Comte d'Artois, gathered in towns like Koblenz in the Rhineland and lobbied foreign rulers to intervene. On 27 August 1791, Emperor Leopold II of Austria, Marie-Antoinette's brother, and King Frederick William II of Prussia issued the Declaration of Pillnitz, stating that the situation of the French king concerned all European sovereigns.

Yet the declaration made action conditional on the agreement of all the major powers, which was unlikely, especially given Britain's reluctance. Leopold intended it partly as a gesture. In France, however, it was read as a threat of foreign invasion to restore absolute monarchy. Pillnitz illustrates how perceptions can matter more than intentions: a cautious statement fed fears that helped push France toward war.
