Life Under the Empire: Honours, Schools and Police

Napoleon built a regime that combined revolutionary ideas of merit with authoritarian control. The Legion of Honour, created in 1802, rewarded military and civilian service regardless of birth. Lycées, state secondary schools founded the same year, trained officers and officials, and the Imperial University supervised education. From 1808 Napoleon created an imperial nobility, awarding titles to marshals, officials and others, while also welcoming many returned émigrés. At the same time, political freedoms shrank.

Censorship was tight, and by 1811 Paris had only four authorised political newspapers. The police ministry, long run by Joseph Fouché, used informers and surveillance. Opponents could be detained without trial. Historians debate whether to call the empire a modernising state that institutionalised merit or an early police state; many conclude it was both, offering careers open to talent while denying political liberty.
