Many rights traditions insist that rights come paired with duties, both the duty of others to respect my rights and my own duties to the community. If I have a right to free speech, others have a duty not to silence me, and governments have a duty to protect that freedom.

Some documents spell out personal duties directly: the French Constitution of 1795 included a declaration of duties, the 1948 American Declaration of the Rights and Duties of Man gave duties equal billing, and the African Charter on Human and Peoples' Rights of 1981 lists duties to family, society and state.
