Freedom of Conscience: The Long Road to Toleration

In early modern Europe, most rulers expected subjects to share their faith, and dissenters faced fines, exclusion, exile or worse. Exhausting religious wars pushed some states toward toleration as a practical compromise. France's Edict of Nantes (1598) gave Protestants limited rights, though Louis XIV revoked it in 1685, driving many Huguenots abroad.

England's Toleration Act of 1689 allowed Protestant dissenters to worship, but not Catholics or those who rejected the Trinity, and John Locke's Letter Concerning Toleration argued that governments could not compel genuine belief. In 1786 Virginia passed Thomas Jefferson's Statute for Religious Freedom, which declared that no one should suffer for their religious opinions.

Historians see a shift from toleration, a privilege granted by a dominant faith, toward religious freedom as a right belonging to everyone. That shift shaped later guarantees such as UDHR Article 18, which protects freedom of thought, conscience and religion.
