Second, read for content and note what it says, distinguishing statements of fact from opinion and claim. Third, read for language, since word choice, what is capitalised, and what is assumed rather than argued all reveal the author's position. Fourth, contextualise: what was happening when it was written, and what would the audience have understood by it. Fifth, ask what it does not say, because omissions in an official document are often deliberate. Only then use it as evidence, and state clearly what it can support — a document proves what its author claimed, which is not the same as proving what happened.
