The Cahiers de Doléances: France's Grievance Lists

When the Estates-General was summoned, communities and assemblies across France were invited to draw up cahiers de doléances, lists of grievances to guide their deputies. Tens of thousands were written, from village parishes to the assemblies of each estate. They form one of the richest sources for public opinion on the eve of revolution. Many complained about specific burdens such as the salt tax, seigneurial dues, game laws that let lords' animals damage crops, and unfair militia service.

Most expressed loyalty to the king, and few called for a republic. Yet many also asked for regular meetings of the Estates-General, consent to taxation and fairer laws. Historians must read them carefully: local notables, often lawyers, sometimes drafted village cahiers, and printed model cahiers circulated, so the documents can reflect educated authors as much as peasant voices.
